Tā kā priekšlikums par nākamo ES budžetu pēc 2027. gada ir tepat aiz stūra, politiskā ainava nebūt nav mierīga. Jaunākā nemiera pazīme: četrpadsmit dalībvalstis ir apstiprinājušas neoficiālu dokumentu, kas iebilst pret Eiropas Komisijas plāniem centralizēt ES līdzekļu pārvaldību un sadali.
“Tikai atsevišķs un stabils budžets un uz reģioniem balstīta sadales metodoloģija, kas atspoguļo reģionu atšķirīgos attīstības līmeņus, kā arī patstāvīgs kohēzijas politikas tiesību akts var nodrošināt, ka nākamā daudzgadu finanšu shēma (DFS) nodrošinās ilgtermiņa vienotību, konkurētspēju un konverģenci visos ES reģionos,” teikts dokumentā.
Bulgārija, Čehija, Grieķija, Spānija, Ungārija, Itālija, Latvija, Lietuva, Polija, Portugāle, Rumānija, Slovēnija un Slovākija parakstīja neoficiālu dokumentu “Kohēzijas politika turpmākajā DFS”, kura mērķis ir nodrošināt atsevišķu fondu sociālekonomiskās plaisas mazināšanai starp bagātākajiem un nabadzīgākajiem Eiropas reģioniem.
Vairāk nekā puses dalībvalstu aicinājums ir atbilde uz informācijas noplūdi par Komisijas plāniem izveidot vienotu finansējuma fondu katrai ES valstij (aptverot aptuveni 530 programmas) un saistīt līdzekļu saņemšanu ar politikas mērķu sasniegšanu.
Potenciālā ES līdzekļu pārvaldības un piekļuves centralizācija piešķirtu lielākas pilnvaras valstu valdībām un Briselei, vienlaikus kaitējot reģioniem un citām Eiropas Komisijas struktūrvienībām.
Paredzams, ka Eiropas Komisijas prezidente Urzula fon der Leiena 16. jūlijā iesniegs budžeta priekšlikumu nākamajam ilgtermiņa finanšu periodam (2028.–2034. g.), taču kritika no reģionu, dalībvalstu, Eiropas Parlamenta deputātu un nozares pārstāvju puses turpina pieaugt.
Gan Polija, gan Eiropas Parlamenta centriski kreisā Sociālistu un demokrātu (S&D) grupa ir paudušas bažas par Komisijas nodomu apvienot desmitiem atsevišķu finansējuma plūsmu vienā naudas fondā katrai dalībvalstij, kā tas ir sīki izklāstīts viņu attiecīgajos nostājas dokumentos par nākamo daudzgadu finanšu shēmu.
“Mēs stingri iebilstam pret pieeju “viens valsts plāns katrai dalībvalstij”, kā arī pret iespēju, ka valsts plānu pamatā ir noteikums “maksājumi pret reformām”,” sociālisti rakstīja vēstulē fon der Leienai, kas tika nosūtīta pirmdien.
Sociālisti — otrā lielākā grupa Parlamentā — arī aicināja Komisijas vadītāju ierosināt lielāku un vērienīgāku ilgtermiņa budžetu, kas pārsniegtu pašreizējo 1% no ES IKP, kas ir līdzvērtīgs aptuveni 1,2 triljoniem eiro.
Tikmēr Polijas konservatīvā valdība uzsvēra, ka turpmākajām reformām nevajadzētu novest pie turpmākas centralizācijas vai finansēšanas instrumentu apvienošanas. “Reģioniem jāpaliek kohēzijas politikas centrā,” teikts tās 1. jūlija nostājas dokumentā.
ES kopējā lauksaimniecības politika (KLP) un kohēzijas politika kopā veido vairāk nekā divas trešdaļas no kopējā ES budžeta, un Polija, kas saņem vislielāko finansējumu no kohēzijas politikas, uzstāj, ka to kopējā daļa daudzgadu finanšu shēmā (DFS) nedrīkst būt mazāka nekā pašlaik.
“Vienai no nākamās DFS prioritātēm jābūt ekonomiskās, sociālās un teritoriālās kohēzijas nozīmes palielināšanai ES un konverģences veicināšanai,” Polija aizstāv savā nostājas dokumentā. “Konkurētspēja un kohēzija ir vienas monētas divas puses,” viņi secina.
